After testing multiple Hugo versions, I have found that version v0.140.1 is currently the newest version that is compatible with the DefectDojo docs. This PR updates references to Hugo versions and also updates the depreciated "resources.ToCSS" to the current "css.Sass".
I downloaded the specific Hugo release using the pre-built binaries on the Github Hugo releases
