[BUG]: Scroll doesn't work when file explorer is open

I noticed that when I open Edge Drop in File Explorer, I can't scroll up or down in Edge Drop. It works well in other apps I tested, but only File Explorer gives this problem.

I tested this across multiple Windows machines and scrolling in Edge-Drop works normally even when File Explorer is open and active in the background.

To help narrow down why this is happening on your system, could you share a few details about your setup:

1. Are you using a physical mouse or a laptop touchpad?
2. Are you running any mouse utility software (e.g. Logitech Options+, Razer Synapse, or X-Mouse)?
3. In Windows Settings > Bluetooth & devices > Mouse, is 'Scroll inactive windows when I hover over them' toggled On?
4. If you click anywhere inside Edge-Drop (e.g. on a filter or empty space in the panel), does scrolling start working?

1. I'm using a built-in laptop touchpad and not a Bluetooth mouse
2. No, I am not running any mouse utility software
3. 'Scroll inactive windows when I hover over them' is toggled On
4. When I click anywhere inside Edge-Drop, scrolling doesn't start to work

I don't know if this helps but I can still interact with Edge-Drop in explorer (I can drop files and expand images and files and other stuff) but I can't scroll. Even on expand of an image collection. I won't be able to scroll
