I think it might make sense to work them into a bigger loot pool ie putting them as a moderate drop from the main maintenance loot pool table like I just did in #1092

I'm still very dubious that there should be really quick and common sources of them and I think its smarter to try and spread them more thoroughly in loot pools

would they still appear in dumpsters? one of the most common critiques of the artifacts and finding them is that the supply is static - as in, if someone comes along and loots all of them, it leaves nothing for the person who came into the round later
