chore: remove production documentation drift guard

Summary

• remove the production documentation drift validator and its dedicated test suite
• remove the implementation plan and design artifact for that guard
• stop triggering Dependency build for documentation-only guard inputs
• preserve the required Dependency build gate and the core sync, build, and deploy configuration

Verification

• 6 remaining workflow tests pass
• actionlint passes for dependency-build.yml
• git diff --check passes
• independent review found no Critical, Important, or Minor issues
• NFT dependency, Backend image pins, Compose files, and production documentation are unchanged

No production deployment is included.
