This change adds a configurable license backend via Shared.LicenseSystem and auto-detects devhub_licenses when present, falling back to the active framework when it is not. It also introduces a shared license abstraction for devhub_licenses, ESX, QBCore/QBOX, and vRP so scripts can use one API across frameworks. In addition, it fixes qb-inventory AddItem to preserve metadata and bumps the library version.
