Marks #124/#127/#129 shipped, records why the deep-research ranking is now trustworthy and that the pre-#131 triage list is superseded, and captures the deliberate non-goals (solutions not relocated to solutions/; merge_yaml rejected as ranking input, with the reason) so they aren't re-litigated.

structurally by `scripts/record_kinds.is_solution_record` (keyed on the `term.id`
prefix), which `validate_strict.py` also imports so the two cannot drift.
