Retire macOS release builds

Summary

• remove automated and manual macOS release packaging
• remove Mac-only signing assets and DMG configuration
• preserve macOS local development and Darwin PocketBase support
• document Windows as Relay's only distributed platform
• add a contract preventing Mac release paths from returning
• delete the two retained relay-mac-arm64 GitHub artifacts
