chore: integrate free-first policy onto portable-lock prerequisite

Temporary integration PR used only to create the exact merge preview of the free-first fallback policy on top of #96's integrated provider-egress and portable-lock prerequisite. It will be closed after its merge commit is fast-forwarded into #94.
