docs: refresh gap baseline onto 2026-08-26 live inventory

Summary

Refreshes docs/product-technical-gap-baseline.md onto the 2026-08-26 live state:

• Protected-main truth remains b05d5acc with the 2026-08-24→26 promotions (feat(mcp): bind stateless tool routing to typed actions #168, ci(rust): refresh branch coverage nightly and toolchain tracking #194, docs: publish product and technical gap baseline #196, fix(evidence): enforce RFC 3986 evidence path syntax #216, fix(browser): prove exact crash-root termination before crash credit #151).
• Open inventory was re-paginated from GitHub at the repair boundary: 126 open PRs (54 ready / 72 draft). The baseline now identifies the immediate predecessor as the 2026-08-24 158-PR snapshot rather than the older 150-PR observation.
• Documentation regression contracts now require the same 126/54/72 inventory and reject the superseded 128/54/74, 153/39/114, and incorrectly labeled prior-150 snapshot values.

• Ruleset section retains the live requirement for one counted non-author approval and resolved threads; no model/status evidence substitutes for that GitHub review.

• Inventory counts were independently re-fetched from the live GitHub open-PR search before the repair.
