Add 1Password CLI to docker

• Adds 1Password CLI to docker
  • By modifying the Dockerfile
  • Installing as per https://developer.1password.com/docs/cli/get-started/
  • Was not possible in static-debian11:nonroot so used a temporary debian image as part of the build
• Adds support for service account tokens
  • Set by environment variable OP_SERVICE_ACCOUNT_TOKEN
