Track Which User Filed Which Complaint

Currently, there is no way to identify which user filed which complaint in the system. To improve accountability and user management, the code should be worked upon. If no user is logged in while filing a complaint, it will be labeled as filed by "random".

I plan to fix this issue by:

1. Add a new filed_by column to the complaints table.
2. Update loginUser() to store the currently logged-in username globally.
3. Modify fileComplaint() to:
   Use the logged-in username if available
   Default to "random" if no user is logged in
4. Ensure all new complaints include this field during insertion.
