Retry apt package installs in CI - #7

Ubuntu's security mirror twice returned 404 for a package that had just been replaced (libexpat1), failing the install-deb job for unrelated reasons. Each apt step now refreshes the index and retries up to three times, 30 seconds apart. Problem
install-deb (ubuntu:24.04)failed on PR #6 and on thev0.7.0tag run with404 Not Foundforlibexpat1fromsecurity.ubuntu.com. The mirror's index briefly pointed at a package file that had just been replaced. Both times a manual rerun passed. The app package itself was never involved.Fix
Every
apt-getstep (tests, build, install-deb) now runsapt-get update && apt-get installup to three times, 30 seconds apart. A 404 needs a fresh index, which a plain download retry wouldn't get.🤖 Generated with Claude Code
