[Bug]: Background System Issues

Bug Behavior

• Behavior 1:
  There were multiple instances where Collapse had trouble loading animated backgrounds. Even tho my connection is stable and hard wired without Network Bottlenecks, the Launcher will try to load for a while and failed. This was tested from switching regions and games.
• Behavior 2:
  FFmpeg decoding is still have stuttering. With the FFmpeg encoding disabled and a launcher restart. The launcher video background run smooth.
• Behavior 3:
  There's a weird issue with Zenless Zone Zero region where it can load the overlay image properly but nor the Background image or the BG Video.

In some point, alt tabbing back to the Launcher cause the launcher to crash without any logs on why it does, (Behavior 3 only)

Affect all of the region tested.

Expected Behavior

Switching region should load the background. When decoding FFmpeg, it should not give any stutters. ZZZ region should load the image.

Steps to reproduce

Try switching the region with and without FFmpeg.
