📝 What does this PR do?
Adds a dedicated Custom base configuration section to the five managed database add-on pages (PostgreSQL, MySQL, MongoDB, Redis, Elastic). This section informs users that the server is configured by Clever Cloud, and that any custom server parameters require contacting support to discuss feasibility.
The paragraph is stored in a single shared file (shared/db-custom-config.md) and included via shortcode in each add-on page, so a future update only requires editing one file.
