fix: restore Starlark API routes

Summary

• restore all 13 documented Starlark API routes used by the v3 plugin UI
• restore standalone web-service helpers for status, app management, repository browsing, uploads, and Pixlet installation
• add regression tests for route registration, standalone status/list behavior, and path-traversal rejection

Root cause

Commit 1c4d5c52 replaced a large section of web_interface/blueprints/api_v3.py while adding display synchronization. That unintentionally removed the Starlark route handlers even though the UI and REST API documentation continued to reference them.

Impact

The Starlark section can once again call its documented /api/v3/starlark/* endpoints instead of receiving generic 404 responses.

• pytest -q test/web_interface/test_starlark_api_routes.py — 4 passed
• python3 -m py_compile web_interface/blueprints/api_v3.py test/web_interface/test_starlark_api_routes.py
