Overview
Syncs repo-content-updater managed CI config: pip Dependabot PRs now assign only emlowe as reviewer (removes altendky).
Check commit signing adds workflow-level
contents: readpermissions and bumpsactions/checkoutfrom v6 to v7. Dependency review also moves checkout to v7 and pinsactions/dependency-review-actionfrom v4 to v5.0.0 (license allow/deny settings unchanged).
