Root cause of smoke-gate failures: when buildFullSitemap times out (>25s), buildStaticFallback emits ALL chains from CHAINS unconditionally. Chains without matching bench YAMLs (corn, sanko, kujira, evmos, stargaze) land in the sitemap and return 404 on the deployed site. Fix: only emit /chains/ in the fallback when a -rpc.yml file exists on disk.
