Add uint32[] motor_states to ObkJointEncoders and fill it in the G1 LowStateHandler alongside the surface/winding temps, gated by the same pub_motor_temp parameter. Exposes the Unitree per-motor error code (0 = OK) on the joint-encoders topic for thermal / motor-failure debugging; previously it was only written to the motor_data.csv when `logging` was enabled. Go2 is unaffected (arrays stay empty). Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
