Split/import and Listening Guy requests reserve allowance once, recover interrupted work through a durable queue, and settle against their UTC submission day. Public guests receive five successful splits and 25 human inputs per browser session per day; members receive 15 successful splits and 50 inputs. Failed or cancelled work without usable output releases its reservation. Pending work holds a place so concurrent requests cannot exceed the allowance.

The operation ledger fences provider starts, callbacks, ingestion, and settlement. Uncertain paid starts reconcile against provider evidence; bounded local MP3 decoding gates success. The updated YouTube extractor includes pinned yt-dlp, its JavaScript challenge support, Deno, and ffmpeg. A native Linux CPU image workflow checks the built package versions, schema, and setup before publication. Production YouTube acceptance still requires a real permitted-source import.

The release includes the existing private classroom work from #28 and the app's bug-report form, which calls Admission #295 through a narrow service binding. The new maintenance gate pauses uploads, imports, splits, and chat while preserving saved-audio reads. Canonical /healthz signals classroom readiness only after its schema is installed and the feature is enabled; Doorway uses that signal before exposing course launch.

Validation at 1977fa4ab1d02985504bbafde298391d944ed07c: all 97 Cloudflare tests, TypeScript, and the Worker dry build passed locally. All four extractor fixtures and workflow/verifier syntax checks passed. Fresh source, native-image, Cloudflare/browser, and extractor-image CI is running on the published branch. Prior unchanged-system and browser validation remains documented in docs/evidence/reliability-20261006/verification.md.

Deployment targets https://stem-splitter.ailab-452.workers.dev/, whose verified service binding points to the backend currently named cail-stem-splitter-preview. Release order is the shared Admission dependency, verified recovery point, old-runtime intake pause and drain, migrations 0021 then 0022, and the new runtime. Guest activation additionally requires its dedicated bot-check and Gateway credentials. Local tests establish allowance and privacy behavior; live provider output, real browser entry, and deployed settings are verified separately. No email test is part of this release acceptance.
