Adds a short top-level agent-entrypoint pointer to the recommended CAIL Fleet Engineering and Review Practice. The detailed guidance remains in cail-knowledge-base PR #27; this repository does not copy the policy. The recommendation covers anti-slop and complexity checks where adopted, Luna bounded workers, Astra independent review, primary ownership, and real-path verification. Docs-only change; git diff --check passed. Prepared by Codex /root.
