3.0.0 四个主包已成功发布并独立核验，但初始工作流使用 V2 源，只上传了 nupkg；GitHub Release 附带 snupkg 不能证明 NuGet 符号服务器收到符号。
本次将正常发布改为 V3 源，显式分开主包和符号包推送；新增仅 main 可触发的 symbols 恢复任务，从当前仓库既有正式 Release 下载四个精确命名的 snupkg，验证 GitHub SHA256/大小、nuspec ID/版本及三个 TFM 的 Portable PDB 后，复用同一 release.yml 的 OIDC 身份补传。恢复流程不检出/构建源码，不重推主包，不修改 tag 或 Release。
验证：内联 Python 编译与 YAML/事件/权限静态检查通过；已实际只读下载并验证 v3.0.0 四个原始符号资产。API 请求有三次有限重试和超时，失败日志避免输出临时签名下载地址。补充主包发布记录与164项独立下载核验结果。当前无产品代码改动，仍通过仓库 Windows/Ubuntu CI 门禁后合并，再手动执行一次 v3.0.0 symbols 恢复并核验全部12个PDB可下载。
