[BI-2916] Remove remaining CRUD operations and references to OU programCache

Story: BI-2916

Removed references to programCache in BrAPIObservationUnitDAO, and in other classes. The DAO is now a standalone class since it doesn't need any methods from its parent cacheDAO class.
