The four dev/handoff/ pointers on dev/FEEDBACK.md named a set untracked on 2026-09-11, so a fresh clone dead-ended on them. The set now lives in handoffs/ on the owner's machine, the public-repo home under the handoff-plan convention (ignored in public repos, tracked under dev/handoff/ in private ones). Builder round note added; token hb-20260911-04 unchanged; no handoff.

Resolves handoff Decision 4 (dangling bus references).
dev/FEEDBACK.md: the fourdev/handoff/pointers (Blind spots line for hb-20260911-04, the 09-11 round block) now namehandoffs/, marked local-only and untracked. That set was untracked on 2026-09-11, so a fresh clone could not follow them.handoffs/in public repos, trackeddev/handoff/in private ones..gitignorestill lists both paths.Local gates on the branch: check-stale-facts, check-doc-drift, check-instance-data all pass.
Carried, not in scope: #17; OPEN polish F-453 and F-454 stay with their scheduled sessions.
