Ships `scan --applicability` and its `--dry-run`. The server endpoint and the terminal login that reaches it went out earlier; until now nothing in a released binary could call them, so the feature existed only on main. New flag, nothing removed or renamed, no output-schema change, so MINOR per the policy at the top of CHANGELOG.md. Verified: 308 tests pass, clippy clean under -D warnings, rustfmt clean, and cargo deny reports advisories, bans, licenses and sources all ok. The mode itself was exercised against the running server before merge: two components sent, 67 verdicts returned, and the dry-run payload for the Android capture carrying a serial number and an unlocked bootloader state contains two version strings and nothing else. Note for after this release: the Homebrew tap formula pins 0.5.0 and its four checksums. It needs updating to 0.6.0, or brew installs an old binary while appearing to work, which docs/releasing.md calls out as worse than a missing formula.
