Add Linux and Windows ARM64 release builds

Summary

• add native Linux ARM64 and Windows ARM64 build, package, and launch-smoke jobs
• add ARM64 updater targets and Windows static CRT configuration
• normalize release assets to CleanerX-{version}-{os}-{arch}.{ext}
• keep the published v0.1.0 support boundary explicitly x64-only on Linux and Windows

Validation

• make check
• release and CI workflow YAML parsing
• updater manifest coverage for all six platform/architecture targets

The new native ARM64 jobs will provide the platform-specific build and launch evidence in this PR.
