Guide search produces bad results when no taxonomy match #28

When there are no taxonomy matches, the guide search uses a "should match on" keyword query to find appropriate matches. The rule that matches must be in the "LibGuides v1" group outweighs this query and pushes a bunch of random guides over the minimum result score limit.
