Added new Cognitive Services policy configure-foundry-services-to-use-private-dns-zones.

This policy distinguishes the correct Private DNS zones for Cognitive Services of Kind: AIServices (Foundry), OpenAI, and others. It will correctly configure multiple private DNS zones for each kind of Foundry services.

on review everything looks good from a syntax standpoint and on testing the functionality the expected behavior of adding values to the Private DNS Zones is working properly.
