DACPAC publishing fails

This issue is for a:

Minimal steps to reproduce

Go to SQL Project in container, and publish DACPAC

Any log messages given by the failure

Deploy dacpac: Failed. Could not deploy package.
Error SQL72014: Core Microsoft SqlClient Data Provider: Msg 33233, Level 16, State 1, Line 1 You can only create a user with a password in a contained database.
