Drops dependabot.yml and the lowest-direct job (superseded by the simplification in cava-devops: CI now installs with --frozen instead of doing its own resolution). Installs the canonical pre-commit hook from cava-devops/templates/githooks/pre-commit to keep uv.lock surgically in sync with pyproject.toml going forward. Points ci.yml's build-test job at cava-devops's still-open feat/lowest-direct-dependabot branch to validate the --frozen-based build-test.yml before it merges to main.
