Adds an opt-in standalone governed-action composition for hosts such as The Agent Control, preserving existing defaults and authority owners. Exact human approvals, transactional shared budgets and agent/connector/organization revocation, conditional-effect contracts and receipt-based recovery work without Agent Rooms.
Prepares coordinated 1.2.0 for the unchanged 66-package cohort. CI and both release profiles now require the PostgreSQL action-control gate and consumption of the exact prepared tarballs; registry verification also exercises the new entry points. Existing protected-main, owner-review, artifact, OIDC and npm authentication controls remain.
The production audit identified new advisories in existing dependencies. Pins grpc-js 1.14.5, fast-uri 3.1.8 and ip-address 10.7.1 through the existing overrides; audit now reports no advisories, with no exceptions added.
Validation before release preparation: 46 focused scenarios, full builds/types, 1,480 passed unit tests (one skip and six existing TODOs), 380 adapter tests, independent tarballs, public audit and stable compatibility. Candidate 1.2.0 action-control qualification, release-line tests, production dependency audit and the full local check passed. Required remote CI for the final documentation commit remains in progress. Documentation distinguishes bounded software evidence from production-scale guarantees and keeps commercial ACL functionality outside AgentPlat.
Publication is authorized but not yet performed. Complete the dry run, exact-artifact review and protected release approval before publishing latest; verify all registry artifacts and consumers before announcing distribution.
