In-process wire-scan reconstruction

Adds a native reconstruction kernel to liblaue.so and a Python Reconstructor
that reproduces reconstructN_cpu bit for bit, with reconstruct_points for
spawn-based batches. The executable path (reconstruct()) is unchanged in
scope and remains the cross-check.

  • Reconstructor / reconstruct_array: stripe pipeline with overlapped HDF5
    I/O, any numeric input dtype, per-depth HDF5 output and summary file
    matching the executable's conventions.
  • reconstruct_points: one reconstructor per worker process; per-point
    failures return success=False instead of aborting the batch.
  • Geometry.wire / WireGeometry; ReconstructionError; ImageGeometry,
    StripeTiming on the result.
  • liblaue.so now links GSL statically with symbols hidden and no longer
    loads the environment's OpenBLAS.
  • -n <tag> normalization now takes effect (previously a no-op).
  • Zero-angle wire rotation uses the identity instead of producing NaN.
  • Subprocess wrappers default OPENBLAS_NUM_THREADS=1.
