The speed feature was enabled at speed 4. We found its tradeoff is good for A1 at speed 3. Performance on RA, A1: Speed Testset BD_YUV EncTime 3 A1 -0.02% 96.79% STATS_CHANGED for speed 3. Change-Id: I9c7c247ec04a14d865d7a8b50f8c777e29504ac6
