Add prune_ref_frames = 3 for realtime mode at speed >= 6: - Track reference frames selected by preceding sub-blocks in non-RD mode - Prune unselected secondary reference frames for subsequent sub-blocks - Gate pruning based on ref 0 skippability On rtc sets, with --max-reference-frames=3, this provides on average ~15% speedup, with ~1% bdrate loss across rtc_lowres and rtc_vga_720p.

Only affects realtime mode speed >= 6. On rtc sets, with --max-reference-frames=3, this provides on average ~15% speedup, with ~1% bdrate loss across rtc_lowres and rtc_vga_720p.
