Le soucis c'est qu'on a changé des choses depuis la v20 avec un boolean, juste le changer peut géner à l'inverse peut etre une commande qu'on doit lancer dans le on load? qui dit ce qu'on veut comme valeur, a voir si possible |

Summary
Extract only the ACI0105529 code fix from bf83478.
Use the system culture supplied by 4D intl for English UI, restoring system number and date formatting. Japanese keeps its built-in culture, and the previous English behavior remains available through the existing flag. Only Resources/scripts/utils.js changes; no bug-description Markdown is included.
Validation
JavaScript syntax and diff whitespace checks passed. Executed the existing culture-selection condition for English, French, Japanese and the English override.
Interactive 4D currency/accounting dialog behavior was not checked. Please review; this PR is intentionally left unmerged.
