Adds !startbet <side1> <side2>, !bet <side> <amount> and !endbet win <side> commands. Only the bet creator can close or cancel it. Payouts use a pool system: winners split the losing pool proportional to their bet, plus get their original bet back. Also registers the plugin in giko.py and adds the !help entry.
