Fix dotted stage filter selection

Summary

• Prefer an exact stage-name match before applying stage-and-step filter behavior, so dotted stage names select the entire stage.
• Clarify that filtering to a step runs its dependency stages before that selected step.
• Add a regression test for dotted stage names.

Validation: cargo test config::tests, cargo fmt --check, and git diff --check pass.
