feat: add HIP-3 breadth commands and align stream behavior

Summary

• Add oxa breadth current and oxa breadth history, preserving unavailable percentages as null.
• Align candle limits, channel-specific stream behavior, and coverage documentation.
• Reconcile the current release without changing its package version or Free history limits.

Testing

• Full Vitest suite: 27 passed.
• Typecheck, build, package dry run, and command-help checks passed.
• Integration checks used the locally built TypeScript SDK package containing these contracts.

Dependency

Hold until the compatible TypeScript SDK is published to npm and a clean registry-based install passes. The required @0xarchive/sdk@1.9.1 is not currently available there.
