ice: add missing features

Add the following missing features:

• Gather server reflexive and relay candidates
• Candidate gathering status and notifying of new discovered candidates
• Handle switch role (on role conflict)
• Better algorithm for nominating a candidate
• Ice restart
• Mark connection failed with timeout in case the peer never connected.
• Host candidate gathering for other platforms other than linux (better in zig)
• Support TCP
• Ice lite
• Consent freshness
