DLPack in `zarr-python`

See zarr-developers/zarr-python#2199 for upstreaming the dlpack handling, at least on the python side. Their buffer mechanism should be a bit more easily intergate-able if this issue is resolved.

We don't handle dlpack on the rust side anymore but still could be worth investigating
