Good evening. The biggest hurdle to implementing proper localization support is that most, if not all buttons labels, text, etc are hardcoded. Unfortunately, it would be a massive undertaking to refactor every UI.xaml, UI.xaml.cs, etc to read from a dictionary file, even if DPM seems like a simple application. |

This PR adds initial localization JSON files (en-US, ru-RU, ja-JP).
The files contain translated UI strings and are intended as a foundation
for upcoming localization support in the application.
No code changes are included.
