With the last WP update, Oxygen broke. With 4.7.1, most things are fixed. However, the "SVG Sets" list are still broken with "no-theme".
The "Intentionally Blank" theme does work as expected. So I'll recommend to switch to is, or wait for @wplit to fix the problem.
