chore: add WordPress 6.9 to test matrix

- Reduce test matrix to WordPress 6.9 and 6.8 only
- Test against PHP 8.3, 8.2, and 8.1
- Update nightly workflow to use WordPress 6.9 as base
- Update .env.dist default to WordPress 6.9
- Fix MySQL SSL option syntax (--ssl-mode=DISABLED)
