Reader: blocked by the tag selection modal

Description

When trying to switch to Reader in the Jetpack app, I get the "Discover and follow blogs you love" modal that forces me to select tags.

Step-by-step reproduction instructions

When I click "Reader" in the Jetpack app, I get this modal that I cannot close:

I follow only the default dailyprompt tag and I'm not interested in following any tags. But this modal tries me to force some.

In similar situations I'm used to see and use a "Skip" button right next to the "Select and continue" button. It's a very common pattern, many apps want to grab your attention to show you some new feature or an onboarding tour... But it's always possible to skip.

skip button usually align at the top right corner, but in here we have title aligned at the center, it need to change the UI a bit, if we want to place the skip button there.

The added "Skip" button solves the problem, and a similar solution can be seen in many other apps. I'm fine with this. Thanks!
