Carryover of 2025 Mobile Testing Investigation

Rationale

Whilst we have made progress getting mobile browser data onto wpt.fyi, we are still lacking the infrastructure to test some mobile-specific features such as dynamic viewport changes. These already have focus area proposals for 2026 which we are unlikely to be able to accept for technical reasons. Continuing the investigation would represent a commitment to solving these problems and allowing the Interop project as a whole to address the significant develop demand for better interop on mobile-specific features.
