Populate a basic table of variants based on a selection in higlass

A simple HTML table is populated with the variants found in a selected region in higlass.

I believe this is satisfied in the current version of cTracks. A set of CNVs can be passed in through the pub/sub interface and that causes the table of variants to be populated. The "selected" region would be the region displayed in the bottom higlass view. This set of CNVs is highlighted in the table.

I'll close this issues in a few days unless there is more feedback.
