Allow app to work and receive server requests while the phone is locked

• Currently the app will pause while the iPhone is locked
• We want to be able to continuously get updates in the background

• This may require a server side change on our signaling client
• iOS does not currently allow for WebSockets to remain open in the background
• The server may have to queue messages until it detects a WebSocket connection from our iPhone
• Those queued messages will contain the necessary information for the clients to video chat
• Once the iPhone receives a notification, it can open a WebSocket to the server and receive those queued up messages
