Define mode topic messages

Right now, modes are set as int -> which makes it such that it is hard to standardize across nodes.
Create sdv_msgs with a new message where modes are enumerated.

Add mode for only steering and no throttle. ->

• This could be implemented in CAN node. With enable / disable parameters for PCB. ENABLE_STEERING, ENABLE_THROTTLE, ENABLE_BRAKE.
  Disabled mode
  Autonomous mode.
  Teleop mode.
  E-Stop
  etc...
