Re-allow the damage event to trigger when left clicking invulnerable entities in 1.14.4

A JIRA issue suggested that this should be patched, but I could not get the suggested solution to work. I have found another plausible solution using packets.

Note that the actual damage output determined by the event should do nothing to the invulnerable entity.
