"Swift" link under "Libraries" on the main page is non-obvious

Description

The distinction between "Swift" (particularly when not in code voice) versus "The Swift Programming Language" is non-obvious to the beginner.

Although the boundary of what's considered "standard library" is perhaps not entirely settled, given that clicking through gives us a page where the left-hand nav shows "Standard Library" as the title, it may be the closest consistent usage suitable for the link, page header, and left-hand nav.

(And perhaps the "Standard Library > Swift Standard Library" subcategory might then resurface the internal name "Core" or something like that. Some of this nomenclature probably needs LSG sign-off.)

Perhaps related to #144, but sort of the opposite way round (not so much too much usage of "Standard Library" but not enough).

Yeah, we're definitely hitting some limitations on the module that that's being presented, and it's explicit impact in how DocC presents that. The existing collection does some work to "hide" some of those modules, taking advantage of multiple modules being crafted today. And that top landing page reflects the same - its a very limited generated page, with DocC not yet offering much support for crafting that collection of modules into more flexible forms.

The content within that link is all sourced from within the Swift repository (stdlib/stdlib.docc), and it's now independent from how this was historically presented at developer.apple.com/documentation/swift - so we can apply re-organization there to help solve #144 and how it reads and is organized internally.

I think this is meaningfully separate from that though, since it's about how the module (named 'swift') is presented and wanting to overlay that presentation with more narrative descriptions. A fair bit of adjustment is going into the left-navigation structure, and it's not all reflected or coordinated down into the content, and does tend to align with that top-level synthesized page.
