Include JVM Runtime specify6 docker image

We are trying to utilize the existing specify6 image to automate the ExpCmdLine tool to export data for the webportal.

However when you run docker compose run -it specify6 /opt/Specify/bin/ExpCmdLine

You get the following:

No suitable Java Virtual Machine could be found on your system.
The version of the JVM must be at least 1.8 and at most 11.
Please define INSTALL4J_JAVA_HOME to point to a suitable JVM.`
